Problem is that those characters cost money as it is, because of copyrights, trademarks, etc, on top of possible permission needed for use of the actors likeness (unless covered in the agreement for use of the character) as well as paying, in the case of Kirk, William Shatner or Chris Pine to come voice it, at which point I'd dare to say that you have a better chance getting Sir Patrick Stewart to come voice Picard for it (which all honesty I'd prefer over the other two, especially Shatner).
